Leaders Say LaRock Saved Residents Millions

FORMER MWAA BOARD MEMBER: LAROCK SAVED RESIDENTS MILLIONS

Hamilton, VA – A former Metropolitan Washington Airports Authority (MWAA) Board member and former Chair of the Dulles Corridor Task Force released a statement today acknowledging that Dave LaRock’s volunteer activity helped shape the Dulles Rail funding plan. According to J. Kenneth Klinge, LaRock’s watchdog activities shifted rail costs to station-area developers, bringing massive tax savings for Loudoun County citizens. 

J. Kenneth Klinge stated in an open letter, “Because of Mr. LaRock & his groups' interest, I believe that the Board's decision to go with a commercial tax district to finance Loudoun County's share of Phase 2, was accomplished.” The commercial tax district, adopted in 2012, shifted the cost of the rail project from Loudoun families to station-area developers, resulting in cost savings of as much as $270 million for Loudoun residents.

“I appreciate Kenny’s acknowledgment; our group worked very hard, and much of the credit goes to the other volunteers that helped make the case to the Board of Supervisors,” LaRock stated. “The tax districts are a great example of the value-capture funding approach to funding transportation projects. I learned during Loudoun’s Dulles Rail process that we need to fix how transportation funding is prioritized, and I look forward to working as a Delegate to bring real congestion relief to Northern Virginia.”

Klinge, who has also served on the Commonwealth Transportation Board (CTB) and as the Special Assistant to Secretary of Transportation under Ronald Reagan, went on to say that Dave “…has shown me that he knows how to solve problems to bring positive solutions to the taxpayer.”
